All of the individuals will be fitted with a capsule-shaped device known as the VeriChip. Made by Applied Digital Solutions (Palm Beach, Fla.), the Verichip includes a 125-kHz RFID chip, an electromagnetic coil for transmitting data and a tuning capacitor, all in a silicone-and-glass enclosure measuring 11.1 x 2.1 mm. The company, which is staking its future on the potential of implantable chips, has even trademarked the phrase "getting chipped" to describe the process of installing a human identification device.
Applied Digital executives believe that the market for such devices could eventually be enormous, ultimately reaching as high as $70 billion per year. The company is also proposing the VeriChip's use on implantable pacemakers, defibrillators and artificial joints, as a means of parts identification. "The human market for this technology could be huge," Bolton said.

SACRED TEXT BY THE MAYA MYSTERIES SCHOOL
According to High Initiation, it is written that the wisdom of the cosmic light will return. When the human race begins to slip into the darkness of ignorance, oblivion, and despair, it will be the wisdom of the seven brothers of our Father Sun that will shed the great light of wisdom in order to awaken the powers that have remained dormant in human beings due to an erroneous form of education. In this New Age, the Mysteries Schools have the responsibility of reclaiming a confused mankind and leading it through the path of the multicolored light of cosmic education.
Again the time of the Mayan cosmic education has come. Thousands of years ago, the sacred teachings from the cosmos were deposited in many magnetic centers throughout the world: Chan Chan (Peru), Huete (Spain), Tulle (France), Hu-nan (China), Bethlehem (Israel), Tih (Egypt), Mississippi (United States), Humac (Brazil), Nagasaki (Japan), Mul (England), Maya (Russia, Naga (India), and Chukotz (Bering Strait). The names of all these places are of Maya origin, which confirms that, in different periods of times, the Maya were present in these sacred magnetic centers.
For many moons and suns, mankind has been disoriented. In these modern times, it is with sadness that we see how ordinary human beings are manipulated and consistently forced into the abyss of physical and spiritual destruction, or simply used as experiments, by a few groups that control the majority of mankind.
Hunab K"u, who can see and understand everything, knows that the time for the great change has come. The word for us to return to the ancient temples has been received from the cosmos. It is here and now that the great Spirit is beginning to call us back to the magnetic sites. The incarnated Masters are beginning to raise their voices of knowledge in the ancient sites that the cosmic word to attain wisdom in a gradual manner has been received.
Cosmic education will commence again at the crossing of abandoned roads. In forgotten lands the ancient temples will flourish again, the white roads of the High Initiation will be walked on again, roads leading south, north, west, and east. Thousands of people will walk these roads under the celestial vault, heading for the point where the sun rises, awaiting the solar wind. They will hear the solar wind whisper by night, speak with the trees, move as the breeze through dwellings to purify the skeptics, give movement to the clouds, and, when the solar wind reaches those people, it will gently touch their faces to let them know that it is time for the initiation that will come from the sea and from the sky. That will be a propitious time to open Mysteries Schools all over the world.
It is to you, Solar Brother or Sister, wherever on earth you may live, that a brother from the sacred land of the Maya is speaking, to inform you that the Mayan Spiritual teachers, who dwell in the sacred pyramids, have directed that we must unite to walk the path of the light of wisdom, learn again from the wind, the water, the trees, and the sun, and return to the wisdom of life-giving Mother Earth. These spiritual Mayan teachers further request that we are to observe solar ethics to remain as children of the Great Father Sun so that through our children and the children of our children, we can exist eternally.
It is important that you study the sacred earth, where body and spirit live in harmony, and , through meditation, rites, and sacred chants, ask Mother Earth the name of the original dwellers of the area where you now reside. If for some reason, you do not obtain an answer, ask the stones, the trees, and the animals who those people were, and, when you have their name, announce to them with great respect that a school will be established in that area for the purpose of revealing the mysteries of the knowledge deposited by them in that sacred area.
In order to ensure adequate communication for the worldwide initiation work to be done at the Mysteries Schools, we must understand the four apparent movements of the sun with respect to the northern hemisphere (two equinoxes and two solstices). The key dates will be March 21, June 21, September 21, and December 21.
The 13 annual moon cycles must also be taken into account. Each cycle consists of four phases: full moon, waning moon, new moon, and waxing moon. We will refer to the aforementioned solar and lunar data in our communications worldwide. It must be noted that our initiation year is to commence March 21, the first day of the yearly count. After this date, when the first full moon is visible (some time between March 22 and April20) we will start counting the lunar cycles, and after thirteen full moons, the lunar and solar cycles will be completed.
On that first day, March 21. a perfect balance of energy will be present all over planet earth. Working positively with this sacred energy, we can send it, together with our message, to any corner of the world and correct erroneous political systems as well as personal religious beliefs. This energy, which will also emanate from the water, the trees, and the caves, can help us develop our seven cosmic powers considerably, to attain great spiritual power. Only in this manner can we become true cosmic beings.
The solar energy of March 21 and the energy of the first full moon following this date can give us sufficient cosmic vitality to do spiritual and physical work day and night. This sacred cosmic energy can be used to correct the faults in modern society. For example, during the waning moon, we can weaken the ill purposes of this disoriented society. During the new moon, we can bury all negative aspects, both social and personal. We must be ready for the waxing moon. During this phase, we can plant the seed of good in all living beings all over Mother Earth. In this manner, we can use the natural powers of the sun and the moon to produce positive changes in the multicolored Age of Aquarius.
The Great Spirit will also tell us how we can better understand Mother Earth to receive her teachings, which we will use in the Schools of Mysteries, as such teachings will come from the clouds, the wind, the birds, the butterflies, and the flowers. In this manner, this natural wisdom, together with the essence of sacred mathematics, will be conveyed to the sacred human race.

CONNECTING OUR CONSCIOUSNESS TO THAT OF THE UNIVERSE
When I went to the Equinox celebrations this year, I was not sure why I was going or what I hoped to learn from this trip to the land of the Maya with Hunbatz Men. I guess, in retrospect, I really went with no expectations. I only went with the confidence that I would learn from Hunbatz Men and the pyramidal sites something I needed for my higher education. I would like to convey to you today the essence of what I learned from teachings Hunbatz Men shared with us this Equinox Celebration in the sacred land of the Maya.
It was amazing to me to be in the Yucatan, at the same place and time, with Hunbatz for the third year in a row but finally grasping what it is he was trying to teach and share with us. I trust that Spirit will speak through me so that I convey to you what I finally learned this Equinox.
The breakthrough for me came when I asked Hunbatz to explain the sacred symbolism of the T. John Majors Jenkins just finished his lecture on his research connecting T, the great cosmic cross, and the "crossing" of the sun’s ecliptic and the axis of the Milky Way Galaxy in which the sun will be at the exact center on the winter solstice in 2012. Hunbatz pointed to my hand and drew a cross on a piece of paper. He said, "You have a T or cross on your hand that the lines on your hand form. Sweat comes out at the center of that cross, but not from anywhere else on the lines that make the cross." Instantly, his saying that connected me with the universe. I understood what was happening in the universe was also happening within me.
The Maya, with their incredible intelligence and their incredible understanding of how the universe works and how we evolve as individuals, were able to draw themselves and others into this incredible oneness with all life through the use of their calendar systems.
I know this sounds simple, or incredible, depending on your perspective. What could calendars have to do with oneness with all life or oneness with the universe? But, if you can try to put yourself into a space of feeling what these words are trying to convey, you may grasp what and where Hunbatz helped us go on this trip.
The Maya were intimately connected to cosmic consciousness and the heart of the Universe through their deep love for and observation of the heavenly bodies above and the Milky Way Galaxy. Through plotting and tracking the greater celestial star systems and galaxy movements and connecting them with Earth’s movement and seasons, they were able to create calendars that conveyed this energy and information. These calendars drew them into the greater whole and were used as stepping stones to reconnect and pull them back into the stars.
As we become familiar with and use the calendar systems of the Maya, they reconnect us to the galaxy and the cosmos. (I am not talking only about connecting intellectually.) As we understand and work with the calendars we open ourselves to deeper levels of consciousness. We return to this deeper awareness and understanding of our own innate and true dimension of consciousness, back to our true home among the stars.
This happens at a cellular level. We become once again a piece of the greater reality. We become a cell in the body of God. Contained within that cell is all of God and all of the universe. We become no longer separate and no longer alone, but one with the greater whole.
For these reasons, Hunbatz Men keeps trying to help us understand and work with the Maya Calendars. He is trying to help us return to wholeness and oneness with the universe.
The Maya were multidimensional beings. They used their calendars as tools to convey and anchor this cosmic consciousness into third-dimensional reality. As we learn to use the Mayan Calendars, we reconnect ourselves with the universe and the timeless Maya. We become one with this greater consciousness, and we realize we are not separate from it.
These teachings from the Maya that Hunbatz Men shares with us are not just symbolism and mythology from the past. They are real tools and concepts that can pull us into a greater reality.
When Hunbatz tells us the sacred symbol T is also a symbol for the tree and the Maya saw the tree as a brother and knew how to communicate with and ask help from the tree, he is not speaking symbolically. He is talking about a real, living relationship between real, living beings: the trees and the Maya.
After meeting Hunbatz for the first time a couple of years ago, I wrote to him a thank you letter telling him about how I appreciated what I learned from him and about what I was working on within myself and in my life. My letter must have conveyed some of the desperation I was feeling after that first trip to the Yucatan. That trip definitely altered my consciousness, and I was trying to come to a point of balance within myself. He answered my letter in third-dimensional reality, but he also sent to me, on another level, a blast of golden light that came from a group of trees in my backyard. I saw and felt this in a dream, even before I received his letter. When the letter arrived, his message linked with the dream, which allowed the energy to break through my emotional block. The flood of tears I experienced in my backyard with Father Sun and the trees released the rest of what I was carrying.
I did not understand the depth of what occurred with the trees until after returning from my latest trip to the Yucatan and rereading Hunbatz Men’s book, Mayan Science/Religion. When I reread the section that discusses the sacred T, I began to understand things I had not previously understood. The following passage stood out: "When our Mayan ancestors defined this link between the human and the tree, it was not based on simple speculation, but from a root of the truth. For, if animals are vibrant with energy, so, too, are plants. If animals subsist on vegetal elements and if plants serve to cure our physical and psychic maladies, they are certainly our protectors. In fact, they are veritable companions and valiant protectors! Because through the sacred Hunab K’u, the Only Giver of Movement and Measure, plants help the human being defend its life, its very existence. Moreover, in moments of anxiety or desperation, the human can turn to the tree for help and, being a relative, it will provide help." (If you were here with me right now I could show you the group of trees in my backyard. They are frequently filled with fire flies, which look like fairy lights in the warm summer months.)
Clearly the trees had helped me, a relative in a time of emotional desperation.
I was humbled and grateful for the healing that came to me that day. However, I feel I only now grasp the depth of what occurred when the trees actually sent golden healing energy out of caring for another being such as themselves.
I trust that you can feel and understand what Hunbatz Men has shared with us from the Sacred Land of the Maya. I trust that you will learn from him how to work with and relate to the sacred calendars of the Maya. Through this work you will bring yourself back into your greater awareness as a multidimensional being.

Hunab Ku
The supreme god and creator of the Maya. He is the head of the Mayan pantheon and called 'god of the gods'. Hunab Ku rebuilt the world after three deluges, which poured from the mouth of a sky serpent. The first world he created was inhabited by dwarfs, the builders of the cities. The second world was inhabited by the Dzolob, 'the offenders', an obscure race. The third and final world Hunab Ku created for the Maya themselves (who are destined to be overcome by a fourth flood). The god Itzamna is his son. He is similar to the Aztec Ometeotl.
Itzamna
The founder of the Maya culture. He brought his people maize and cacao and taught them script, healing, and the use of calendars. As the bringer of culture he became the state-god of the Mayan empire. As the moon-god he rules over the night. Itzamna is also called 'God D' and bears the title of 'lord of knowledge'. He is a son of Hunab Ku and with Ixchel he is the father of the Bacabs. His attributes are the snake and the mussel
Ixchel
The Mayan earth and moon goddess and patroness of pregnant women. She invented the art of weaving. Ixchel is thought to be the consort of Itzamna and with him she is the mother of the Bacabs, but also Voltan was thought to be her husband. She is portrayed with a snake as a head-band and her skirt is embroidered with crossbones. Ixchel shows many similarities with the Aztec goddess ChalchihuitlicueVotan
A deified Mayan hero, called 'heart of the cities'. He is the husband of Ixchel. Votan is the patron god of the drum.
Bacabs
In Mayan mythology, a group of four protective deities, the sons of Itzamna and Ixchel. They are giants who uphold the sky at its cardinal points. The Bacabs are: Cauac, Ix, Kan, and Mulac

One of the four Bacabs. Cauac is associated with the south. His color is red.

One of the four Bacabs. Ix is associated with the west. His color is black.

Popol Vuh
The Quiché Mayan book of creation. It begins with the deeds of the Mayan gods in the darkness of a primeval sea and ends with the radiant splendor of the Mayan lords who founded the Quiché kingdom in the Guatemalan highlands. It was originally written in Mayan hieroglyphs but was transcribed into the Roman alphabet in the sixteenth century. This book is the most important source of Mayan mythology and cosmology. The name means "the book of the written leaves".

Often portrayed with a black beard to represent age or as an old man. Covering his mouth there is often a red mask in the form of a bird's beak. His mask identifies him as the god of wind and he was worshiped under the name of Ehecatl, or wind. One of the greatest gods, god of wind, light, and Venus. (*69)
God of twins and monsters. Legend has Quetzalcoatl and his twin brother Xolotl, descending to hell and retrieving human bones. By dripping his blood onto the bones, human resurrection began(*70). Men therefore, are the children of Quetzalcoatl. He is always presented as benevolent. He wears about his neck a "Wind Jewell" made from a conch and his head was adorned with a jaguar(*71) bonnet or sometimes a small cap. A sharp bone protrudes from the headgear which flows the blood that nourishes his nahualli, the Quetzal bird(*72) .
He taught men science and the calendar and devised ceremonies. He discovered corn, and all good aspects of civilization. Quetzalcoatl is a perfect representation of saintliness. His cult transformed into a type of nobility cult and only special sacrifices selected from the Nobel classes were made to him, and then only in secret.
Quetzalcoatl (*73) is a very ancient god known to the Mayas and ancient Teotihuacan ruins. Quetzalcoatl was said to be the son of Camaxtli and Chimalma and he was born in Michatlauhco, "Fish Deeps". His mother died during his birth and he was raised by his grandfathers. The multiplicity of Quetzalcoatl's roles attest to the antiquity of his cult following and his adoration. He is credited with allowing the Spanish and Cortes to march into the Aztec lands. The Aztec people thought Cortes was an incarnation of Quetzalcoatl returning from the East to retake his lands as told in legend. It was not uncommon for a hundred years after the conquest for merchants in smaller towns to work and save for twenty years just to throw a large banquet to this most revered god. Before the conquest slaves would have been bathed and sacrificed for this feast.
The "Ehecailacacozcatl" or the winds that proceed a rain downpour were associated with Quetzalcoatl. Lightning as it contains a serpentine shape was also associated with this god in the name xonecuilli.
Also considered to be worshiped under the names Tlilpotonqui, "Feathered in Black", and possibly as Ecacouayo Mixtli, "A Twister", in association with his capacity as God of the Wind. In the Codex Magliabechiano, pl. 34, Quetzalcoatl was refered to as Tlaloc(*74).
The Codex Cospi pls. 9-11 contain references to his association with the planet Venus and it's destructive powers as well as the Codex Borgia, pl. 53f.
In the Vienna Codex this god is depicted as an alert youth sitting at the feet of the "Old Ones", The dual divinity. Could also appear as "Yacateuctli, Lord of the Vanguard, or one who goes forth, Yacacoliuhqui, "He with the Aquiline Nose", and as Yacapitzahuac, "Pointed Nose". May have been worshiped under the name of "Our Reverend Prince", and Ocelocoatl in his black or night form.
In Boone's translation of the Magliabechiano Codex, Quetzalcoatl is mentioned as being the son of Miclantecutli, Lord of the Place of the Dead. Boone relates in her translation an interesting story concerning Quetzalcoatl as having washed his hands and then touched his penis and caused semen to drop on a rock. A bat grew from this union of semen and rock who other gods sent to bite the flower goddess Xochiquetzal. This bat bit off a piece of her vagina while she was sleeping and took it to the gods. They then washed it and from the water that was spilled came forth flowers that smelled bad. This same bat took the flesh to Mictlantecuhtli where he washed the piece of flesh and the water that he used brought forth sweet smelling flowers the indians called xochitrls.
Often depicted holding a thorn used to let blood. He created auto-sacrifice(*78), a forerunner to human sacrifice. He is said to have let blood in honor to Camaxtli (Mixcoatl), who the Aztec believed to be Quetzalcoatl's father(*79).
Quetzalcoatl's priests(*80) would bang a drum in the morning and in the evening in reverence to Quetzalcoatl. At that time merchants could leave the city and visitors could enter Tenochtitlan. The drum of Quetzalcoatl may be compared with the flute of Tezcatlipoca. The drum separated night from day. The flute was heard at night. The sound of the flute was shrill and anxiety followed it's music.
According to Sahagun, Quetzalcoatl's temple was high with a narrow staircase with steps so narrow that feet had a hard time holding. The image was covered with tapestries with an ugly and bearded face.
This deity is depicted on a statue, currently in the British Museum, with ocelot claw ear-rings. The roar of this animal(*81) was believed to help bring the sun into the sky. This statue also holds a studded club in the right hand and in the left a skull, the sign of his twin brother Xolotl. The statue venerates the rising from the jaws of the feathered serpent as the morning star Venus rises to announce the sunrise. The statue further bears a collar symbol of the sun. According to Burland's book, this statue commemorates a transit of Venus in the year 1508.
Lord of Healing and magical herbs, known as a symbol of thought and learning, of the arts, poetry, and all things good and beautiful. Lord of Hope and Lord of the Morning Star. He has been likened to England's King Arthur, both a real person and myth. According to the Vienna Codex a series of nine different Toltec kings succeeded the original man/god all calling themselves Quetzalcoatl. In the Codex Laud, Quetzalcoatl is seen as wind blowing in the waters. Sitting on the water, displaying her genitals, was a tempting Tlazoteotl. The wind of Quetzalcoatl is the breath of life and will fertilize her. Quetzalcoatl was the god of life and gave penitence, love, and exemption from rituals of sacrifice and Autosacrifice.
His association with the feathered serpent is an interesting story. The quetzal bird, native to the western area of Guatemala and Mexico, was regarded as the most beautiful bird and called Quetzaltotolin, meaning "most precious". The symbol of the feathered serpent was Quetzalcoatl, meaning not just feathered serpent, but "most precious serpent". Quetzalcoatl is not the feathered serpent but the one who emerges from the serpent as Venus rises from the morning horizon.
He has been depicted occasionally on statues showing him as a great priest, the Lord of Penitence, with a painted black stripe beside the eyes and a red ring surrounding the mouth and blue areas on the forehead. As Ehecatl, Lord of the Winds, he is depicted wearing a mask with a pointed snout covering his lower face. This is known as his "wind mask", and is usually painted bright red. According to Burland this was derived from the Mexican whistling toad, Rhinophryne dorsalis. It's shape suggested the earth monster, a cross between an alligator and a toad. Temples to Ehecatl were circular as the god of wind could blow or breath in any direction.
In the Vienna Codex, Quetzalcoatl is depicted holding the heavens with his hands, symbolic of holding the rain clouds and sky in place.
The Spanish missionaries early adopted the myth of Quetzalcoatl and thought that he was actually St. Thomas the Apostle, who had come to Mexico to help convert the Aztec Indians to Christianity and that the spirit of St. Thomas was in Cortes(*82). Today the figure of Quetzalcoatl can be seen in department store windows in Mexico City replacing a traditional Santa Claus figure. This figure wears a garland of feathers and a representational mask of the old venerated god and symbolizes the bringing of life and gifts.
According to the Treatise by Alarcon, Quetzalcoatl was also known as "Matl", which meant "hand" in Nahuatl.

Quetzalcoatl translates to plumed serpent. The word quetzalli eventually came to mean "treasure, or precious". The word coatl came to mean "dragon" as well as "snake" and occasionally "twin", hence it could mean "Precious Twin". The Quetzal bird provided the beautiful green tail feathers for the plumes of this god.
69 Venus was an important astrological symbol for the Mexica and was called "Tlauixcalpantecuhtli", which means - Lord of the House of Dawn. The planet had two aspects and was shown and revered as two gods. One, as Morning Star, was kind, and was the Precious Twin, Quetzalcoatl. He held the sun in the sky in the morning. His dark twin Xolotl ruled Venus in the Evening and during the night. Xolotl pushed the sun into darkness. Of interest the only sacrifices to Quetzalcoatl was during the time that Xolotl ruled over Venus. The Mexica regarded travel under the night stars as dangerous where as to be under the morning star was good fortune.
70 This act probably begins the association and credited invention of auto-sacrifice, or self-letting of blood, to the Mexica.
71 The jaguar symbol was especially important to the priests, who carried an insence bag made form jaguar skin. This pouch may have carried their drugs and tobacco. Common drugs used by the priests were Obsidian-knife-water and "yauhtli", (powered Tagetes lucida?) which gave a sedative effect probably used in controlling captives on their way to the killing stones. Duran was convinced that Obsidian-knife-water was water used to wash the sacrificial killing knife mixed with chocolatl, which bewitched the user into a state of euphoria.
Some say this mysterious water was nothing more than pulque. The priests were also known to have experimented with hallucinogens. For more information consult the Florentine Codex in the "Book of Earthly Things". Related in detail are "ololiuqui", the morning glory whose seeds would derange the taker and "peyotl", which grows only in Mictlan, the land of the dead. There are many others listed.

78 Autosacrifice took many forms: Piercing lips, ears, legs or arms with maguey spines and putting the blood on paper which was then taken to a god. After use, the maguay spines were put in a special place to be seen by the gods. Drilling a hole through your tongue was considered a good Autosacrifice into which a cord with spines was pulled through. The Mexica thought of Autosacrifice as a service to the group rather than just for the individual letting blood and was revered for his service to his group.
79 In Aztec legend Iztacmixcoatl with his sacred knife engaged Chimalma, Shield Hand, "The Naked Goddess", and impregnated her. Her son was to become Quetzalcoatl, who later was ruler in Tula. Mercatante, p. 38 relates the spellings of these parents as "Chimamatl and Iztacmixcoatl".
80 C.A. Burland's book Moctezuma, p.45, references that the high priest to Quetzalcoatl wore a high helmet and a red, black, and blue costume.
81 Animals in general were looked to by the Mexica for delivering signs or omens. An owl hooting would signify sickness or death was approaching. A home that was entered by a rabbit would mean the house would suffer calamity. The chafer, a larger form of beetle , may cause shame to enter into the home. A wild weasel that crossed in front of a Mexica citizen could often bring bad fortune.

What occurs is an alignment between the galactic and solar planes. Specifically, the winter solstice sun will conjunct the Milky Way, which is the edge of our spinning spiral galaxy . The place where the sun meets the Milky Way is where the "dark-rift" in the Milky Way is - a black ridge along the Milky Way caused by interstellar dust clouds This is a feature of the Milky Way anyone can see on a clear midsummer's night. At dawn on the winter solstice of A.D. 2012, the sun will be right in this dark-rift, and the orientation is such that the Milky Way rims the horizon at all points around. Thus, the Milky Way "sits" on the earth, touching it at all points around, opening up the cosmic sky portal. The galactic and solar planes are thus aligned. "Sky portal" is just a term to describe the "opened sky" scenario apparent when the Milky Way rims the horizon. This is not to be confused with the "dark-rift" itself.

Faced with a military crackdown in Poland, Ronald Reagan and John Paul II secretly joined forces to keep the Solidarity union alive. They hoped not only to pressure Warsaw but to free all of Eastern Europe.

Only President Ronald Reagan and Pope John Paul II were present in the Vatican Library on Monday, June 7, 1982. It was the first time the two had met, and they talked for 50 minutes. In the same wing of the papal apartments, Agostino Cardinal Casaroli and Archbishop Achille Silvestrini met with Secretary of State Alexander Haig and Judge William Clark, Reagan's National Security Adviser. Most of their discussion focused on Israel's invasion of Lebanon, then in its second day; Haig told them Prime Minister Menachem Begin had assured him that the invasion would not go farther than 25 miles inside Lebanon.
But Reagan and the Pope spent only a few minutes reviewing events in the Middle East. Instead they remained focused on a subject much closer to their heart: Poland and the Soviet dominance of Eastern Europe. In that meeting, Reagan and the Pope agreed to undertake a clandestine campaign to hasten the dissolution of the communist empire. Declares Richard Allen, Reagan's first National Security Adviser: "This was one of the great secret alliances of all time."
The operation was focused on Poland, the most populous of the Soviet satellites in Eastern Europe and the birthplace of John Paul II. Both the Pope and the President were convinced that Poland could be broken out of the Soviet orbit if the Vatican and the U.S. committed their resources to destabilizing the Polish government and keeping the outlawed Solidarity movement alive after the declaration of martial law in 1981.
Until Solidarity's legal status was restored in 1989 it flourished underground, supplied, nurtured and advised largely by the network established under the auspices of Reagan and John Paul II. Tons of equipment--fax machines (the first in Poland), printing presses, transmitters, telephones, shortwave radios, video cameras, photocopiers, telex machines, computers, word processors--were smuggled into Poland via channels established by priests and American agents and representatives of the AFL-CIO and European labor movements. Money for the banned union came from CIA funds, the National Endowment for Democracy, secret accounts in the Vatican and Western trade unions.
Lech Walesa and other leaders of Solidarity received strategic advice--often conveyed by priests or American and European labor experts working undercover in Poland--that reflected the thinking of the Vatican and the Reagan Administration. As the effectiveness of the resistance grew, the stream of information to the West about the internal decisions of the Polish government and the contents of Warsaw's communications with Moscow became a flood. The details came not only from priests but also from spies within the Polish government.
Down with Yalta
According to aides who shared their leaders' view of the world, Reagan and John Paul II refused to accept a fundamental political fact of their lifetimes: the division of Europe as mandated at Yalta and the communist dominance of Eastern Europe. A free, non communist Poland, they were convinced, would be a dagger to the heart of the Soviet empire; and if Poland became democratic, other East European states would follow.
"We both felt that a great mistake had been made at Yalta and something should be done," Reagan says today. "Solidarity was the very weapon for bringing this about, because it was an organization of the laborers of Poland." Nothing quite like Solidarity had ever existed in Eastern Europe, Reagan notes, adding that the workers' union "was contrary to anything the Soviets would want or the communists [in Poland] would want."
According to Solidarity leaders, Walesa and his lieutenants were aware that both Reagan and John Paul II were committed to Solidarity's survival, but they could only guess at the extent of the collaboration. "Officially I didn't know the church was working with the U.S.," says Wojciech Adamiecki, the organizer and editor of underground Solidarity newspapers and now a counselor at the Polish embassy in Washington. "We were told the Pope had warned the Soviets that if they entered Poland he would fly to Poland and stay with the Polish people. The church was of primary assistance. It was half open, half secret. Open as far as humanitarian aid--food, money, medicine, doctors' consultations held in churches, for instance--and secret as far as supporting political activities: distributing printing machines of all kinds, giving us a place for underground meetings, organizing special demonstrations."
At their first meeting, Reagan and John Paul II discussed something else they had in common: both had survived assassination attempts only six weeks apart in 1981, and both believed God had saved them for a special mission. "A close friend of Ronald Reagan's told me the President said, `Look how the evil forces were put in our way and how Providence intervened,'" says Pio Cardinal Laghi, the former apostolic delegate to Washington. According to National Security Adviser Clark, the Pope and Reagan referred to the "miraculous" fact that they had survived. Clark said the men shared "a unity of spiritual view and a unity of vision on the Soviet empire: that right or correctness would ultimately prevail in the divine plan."
"Reagan came in with very simple and strongly held views," says Admiral Bobby Inman, former deputy director of the CIA. "It is a valid point of view that he saw the collapse [of communism] coming and he pushed it--hard." During the first half of 1982, a five-part strategy emerged that was aimed at bringing about the collapse of the Soviet economy, fraying the ties that bound the U.S.S.R. to its client states in the Warsaw Pact and forcing reform inside the Soviet empire. Elements of that strategy included:
-- The U.S. defense buildup already under way, aimed at making it too costly for the Soviets to compete militarily with the U.S. Reagan's Strategic Defense Initiative--Star Wars--became a centerpiece of the strategy.
-- Covert operations aimed at encouraging reform movements in Hungary, Czechoslovakia and Poland.
-- Financial aid to Warsaw Pact nations calibrated to their willingness to protect human rights and undertake political and free-market reforms.
-- Economic isolation of the Soviet Union and the withholding of Western and Japanese technology from Moscow. The Administration focused on denying the U.S.S.R. what it had hoped would be its principal source of hard currency in the 21st century: profits from a transcontinental pipeline to supply natural gas to Western Europe. The 3,600-mile-long pipeline, stretching from Siberia to France, opened on time on Jan. 1, 1984, but on a far smaller scale than the Soviets had hoped.
-- Increased use of Radio Liberty, Voice of America and Radio Free Europe to transmit the Administration's messages to the peoples of Eastern Europe.
Yet in 1982 neither Reagan nor the Pope could anticipate the accession of a Soviet leader like Mikhail Gorbachev, the father of glasnost and perestroika; his efforts at reform unleashed powerful forces that spun out of his control and led to the breakup of the Soviet Union. The Washington-Vatican alliance "didn't cause the fall of communism," observes a U.S. official familiar with the details of the plot to keep Solidarity alive. "Like all great and lucky leaders, the Pope and the President exploited the forces of history to their own ends."
The Crackdown
The campaign by Washington and the Vatican to keep Solidarity alive began immediately after General Wojciech Jaruzelski declared martial law on Dec. 13, 1981. In those dark hours, Poland's communications with the noncommunist world were cut; 6,000 leaders of Solidarity were detained; hundreds were charged with treason, subversion and counterrevolution; nine were killed; and the union was banned. But thousands of others went into hiding, many seeking protection in churches, rectories and with priests. Authorities took Walesa into custody and interned him in a remote hunting lodge.
Shortly after Polish security forces moved into the streets, Reagan called the Pope for his advice. At a series of meetings over the next few days, Reagan discussed his options. "We had a massive row in the Cabinet and the National Security Council about putting together a menu of counteractions," former Secretary of State Haig recalls. "They ranged from sanctions that would have been crushing in their impact on Poland to talking so tough that we would have risked creating another situation like Hungary in '56 or Czechoslovakia in '68."
Haig dispatched Ambassador at Large Vernon Walters, a devout Roman Catholic, to meet with John Paul II. Walters arrived in Rome soon after, and met separately with the Pope and with Cardinal Casaroli, the Vatican secretary of state. Both sides agreed that Solidarity's flame must not be extinguished, that the Soviets must become the focus of an international campaign of isolation, and that the Polish government must be subjected to moral and limited economic pressure.
According to U.S. intelligence sources, the Pope had already advised Walesa through church channels to keep his movement operating underground, and to pass the word to Solidarity's 10 million members not to go into the streets and risk provoking Warsaw Pact intervention or civil war with Polish security forces. Because the communists had cut the direct phone lines between Poland and the Vatican, John Paul II communicated with Jozef Cardinal Glemp in Warsaw via radio. He also dispatched his envoys to Poland to report on the situation. "The Vatican's information was absolutely better and quicker than ours in every respect," says Haig. "Though we had some excellent sources of our own, our information was taking too long to filter through the intelligence bureaucracy."
In the first hours of the crisis, Reagan ordered that the Pope receive as quickly as possible relevant American intelligence, including information from a Polish Deputy Minister of Defense who was secretly reporting to the CIA. Washington also handed over to the Vatican reports and analysis from Colonel Ryszard Kuklinski, a senior member of the Polish general staff, who was a CIA informant until November 1981, when he had to be smuggled out of Poland after he warned that the Soviets were prepared to invade if the Polish government did not impose martial law. Kuklinski had issued a similar warning about a Soviet military action in late 1980, which led the outgoing Carter Administration to send secret messages to Leonid Brezhnev informing him that among the costs of an invasion would be the sale of sophisticated U.S. weapons to China. This time, Kuklinski reported to Washington, Brezhnev had grown more impatient, and a disastrous harvest at home meant that the Kremlin did not need mechanized army units to help bring in the crops and instead could spare them for an invasion. "Anything that we knew that we thought the Pope would not be aware of, we certainly brought it to his attention," says Reagan. "Immediately."
The Catholic Team
The key Administration players were all devout Roman Catholics--CIA chief William Casey, Allen, Clark, Haig, Walters and William Wilson, Reagan's first ambassador to the Vatican. They regarded the U.S.-Vatican relationship as a holy alliance: the moral force of the Pope and the teachings of their church combined with their fierce anticommunism and their notion of American democracy. Yet the mission would have been impossible without the full support of Reagan, who believed fervently in both the benefits and the practical applications of Washington's relationship with the Vatican. One of his earliest goals as President, Reagan says, was to recognize the Vatican as a state "and make them an ally."
According to Admiral John Poindexter, the military assistant to the National Security Adviser when martial law was declared in Poland, Reagan was convinced that the communists had made a huge miscalculation: after allowing Solidarity to operate openly for 16 months before the crackdown, the Polish government would only alienate its countrymen by attempting to cripple the labor movement and, most important, would bring the powerful church into direct conflict with the Polish regime. "I didn't think that this [the decision to impose martial law and crush Solidarity] could stand, because of the history of Poland and the religious aspect and all," Reagan says. Says Cardinal Casaroli: "There was a real coincidence of interests between the U.S. and the Vatican."
The major decisions on funneling aid to Solidarity and responding to the Polish and Soviet governments were made by Reagan, Casey and Clark, in consultation with John Paul II. "Reagan understood these things quite well, including the covert side," says Richard Pipes, the conservative Polish-born scholar who headed the NSC's Soviet and East European desks. "The President talked about the evil of the Soviet system--not its people--and how we had to do everything possible to help these people in Solidarity who were struggling for freedom. People like Haig and Commerce Secretary Malcolm Baldrige and James Baker [White House chief of staff at the time] thought it wasn't realistic. George Bush never said a word. I used to sit behind him, and I never knew what his opinions were. But Reagan really understood what was at stake."
By most accounts, Casey stepped into the vacuum in the first days after the declaration of martial law in Poland and--as he did in Central America--became the principal policy architect. Meanwhile Pipes and the NSC staff began drafting proposals for sanctions. "The object was to drain the Soviets and to lay blame for martial law at their doorstep," says Pipes. "The sanctions were coordinated with Special Operations [the CIA division in charge of covert task forces], and the first objective was to keep Solidarity alive by supplying money, communications and equipment."
"The church was trying to modulate the whole situation," explains one of the NSC officials who directed the effort to curtail the pipeline. "They [church leaders] were in effect trying to create circumstances that would head off the serious threat of Soviet intervention while allowing us to get tougher and tougher; they were part and parcel of virtually all of our deliberations in terms of how we viewed the evolution of government-sponsored repression in Poland--whether it was lessening or getting worse, and how we should proceed."
As for his conversations with Reagan about Poland, Clark says they were usually short. "I don't think I ever had an in-depth, one-on-one, private conversation that existed for more than three minutes with him--on any subject. That might shock you. We had our own code of communication. I knew where he wanted to go on Poland. And that was to take it to its nth possibilities. The President and Casey and I discussed the situation on the ground in Poland constantly: covert operations; who was doing what, where, why and how; and the chances of success." According to Clark, he and Casey directed that the President's daily brief--the PDB, an intelligence summary prepared by the CIA--include a special supplement on secret operations and analysis in Poland.
The Pope himself, not only his deputies, met with American officials to assess events in Poland and the effectiveness of American actions and sent back messages--sometimes by letter, sometimes orally--to Reagan. On almost all his trips to Europe and the Middle East, Casey flew first to Rome, so that he could meet with John Paul II and exchange information. But the principal emissary between Washington and Rome remained Walters, a former deputy director of the CIA who worked easily with Casey. Walters met with the Pope perhaps a dozen times, according to Vatican sources. "Walters was sent to and from the Vatican for the specific purpose of carrying messages between the Pope and the President," says former U.S. Ambassador to the Vatican Wilson. "It wasn't supposed to be known that Walters was there. It wasn't all specifically geared to Poland; sometimes there were also discussions about Central America or the hostages in Lebanon."
Often in the Reagan years, American covert operations (including those in Afghanistan, Nicaragua and Angola) involved "lethal assistance" to insurgent forces: arms, mercenaries, military advisers and explosives. In Poland the Pope, the President and Casey embarked on the opposite path: "What they had to do was let the natural forces already in place play this out and not get their fingerprints on it," explains an analyst. What emerges from the Reagan-Casey collaboration is a carefully calibrated operation whose scope was modest compared with other CIA activities. "If Casey were around now, he'd be having some smiles," observes one of his reluctant admirers. "In 1991 Reagan and Casey got the reordering of the world that they wanted."
The Secret Directive
Less than three weeks before his meeting with the Pope in 1982, the President signed a secret national-security-decision directive (NSDD 32) that authorized a range of economic, diplomatic and covert measures to "neutralize efforts of the U.S.S.R." to maintain its hold on Eastern Europe. In practical terms, the most important covert operations undertaken were those inside Poland. The primary purposes of NSDD 32 were to destabilize the Polish government through covert operations involving propaganda and organizational aid to Solidarity; the promotion of human rights, particularly those related to the right of worship and the Catholic Church; economic pressure; and diplomatic isolation of the communist regime. The document, citing the need to defend democratic reform efforts throughout the Soviet empire, also called for increasing propaganda and underground broadcasting operations in Eastern Europe, actions that Reagan's aides and dissidents in Eastern Europe believe were particularly helpful in chipping away at the notion of Soviet invincibility. The Holy Alliance
As Republican Congressman Henry Hyde, a member of the House Intelligence Committee from 1985 to 1990, who was apprised of some of the Administration's covert actions, observes, "In Poland we did all of the things that are done in countries where you want to destabilize a communist government and strengthen resistance to that.
We provided the supplies and technical assistance in terms of clandestine newspapers, broadcasting, propaganda, money, organizational help and advice. And working outward from Poland, the same kind of resistance was organized in the other communist countries of Europe."
Among those who played a consulting role was Zbigniew Brzezinski, a native of Poland and President Jimmy Carter's National Security Adviser. "I got along very well with Casey," recalls Brzezinski. "He was very flexible and very imaginative and not very bureaucratic; if something needed to be done, it was done. To sustain an underground effort takes a lot in terms of supplies, networks, etc., and this is why Solidarity wasn't crushed."
On military questions, American intelligence was better than the Vatican's, but the church excelled in its evaluations of the political situation. And in understanding the mood of the people and communicating with the Solidarity leadership, the church was in an incomparable position. "Our information about Poland was very well founded because the bishops were in continual contact with the Holy See and Solidarnosc," explains Cardinal Silvestrini, the Vatican's deputy secretary of state at that time. "They informed us about prisoners, about the activities and needs of Solidarity groups and about the attitude and schisms in the government." All this information was communicated to the President or Casey.
"If you study the situation of Solidarity, you see they acted very cleverly, without pressing too much at the crucial moments, because they had guidance from the church," says one of the Pope's closest aides. "Yes, there were times we restrained Solidarnosc. But Poland was a bomb that could explode--in the heart of communism, bordered by the Soviet Union, Czechoslovakia and East Germany. Too much pressure, and the bomb would go off."
Casey's Cappuccino
Meanwhile, in Washington a close relationship developed between Casey, Clark and Archbishop Laghi. "Casey and I dropped into his [Laghi's] residence early mornings during critical times to gather his comments and counsel," says Clark. "We'd have breakfast and coffee and discuss what was being done in Poland. I'd speak to him frequently on the phone, and he would be in touch with the Pope." Says Laghi: "They liked good cappuccino. Occasionally we might talk about Central America or the church position on birth control. But usually the subject was Poland."
"Almost everything having to do with Poland was handled outside of normal State Department channels and would go through Casey and Clark," says Robert McFarlane, who served as a deputy to both Clark and Haig and later as National Security Adviser to the President. "I knew that they were meeting with Pio Laghi, and that Pio Laghi had been to see the President, but Clark would never tell me what the substance of the discussions was."
On at least six occasions Laghi came to the White House and met with Clark or the President; each time, he entered the White House through the southwest gate in order to avoid reporters. "By keeping in such close touch, we did not cross lines," says Laghi. "My role was primarily to facilitate meetings between Walters and the Holy Father. The Holy Father knew his people. It was a very complex situation--how to insist on human rights, on religious freedom, and keep Solidarity alive without provoking the communist authorities further. But I told Vernon, `Listen to the Holy Father. We have 2,000 years' experience at this.'"
Though William Casey has been vilified for aspects of his tenure as CIA chief, there is no criticism of his instincts on Poland. "Basically, he had a quiet confidence that the communists couldn't hold on, especially in Poland," says former Congressman Edward Derwinski, a Polish-speaking expert on Eastern Europe who counseled the Administration and met with Casey frequently. "He was convinced the system was falling and doomed to collapse one way or another--and Poland was the force that would lead to the dam breaking. He demanded a constant [CIA] focus on Eastern Europe. It wasn't noticed, because other stories were more controversial and were perking at the moment--Nicaragua and Salvador."
In Poland, Casey conducted the kind of old-style operation that he relished, something he might have done in his days at the Office of Strategic Services during World War II or in the early years of the CIA, when the democracies of Western Europe rose from the ashes of World War II. It was through Casey's contacts, his associates say, that elements of the Socialist International were organized on behalf of Solidarity--just as the Social Democratic parties of Western Europe had been used as an instrument of American policy by the CIA in helping to create anticommunist governments after the war. And this time the objective was akin to creating a Christian Democratic majority in Poland--with the church and the overwhelmingly Catholic membership of Solidarity as the dominant political force in a postcommunist Poland. Through his contacts with leaders of the Socialist International, including officials of socialist governments in France and Sweden, Casey ensured that tactical assistance was available on the Continent and at sea to move goods into Poland. "This wasn't about spending huge amounts of money," says Brzezinski. "It was about getting the message out and resisting: books, communications equipment, propaganda, ink and printing presses."
Look for the Union Label
In almost every city and town, underground newspapers and mimeographed bulletins appeared, challenging the state-controlled media. The church published its own newspapers. Solidarity missives, photocopied and mimeographed on American-supplied equipment, were tacked to church bulletin boards. Stenciled posters were boldly posted on police stations and government buildings and even on entrances to the state-controlled television center, where army officers broadcast the news.
The American embassy in Warsaw became the pivotal CIA station in the communist world and, by all accounts, the most effective. Meanwhile, the AFL-CIO, which had been the largest source of American support for Solidarity before martial law, regarded the Reagan Administration's approach as too slow and insufficiently confrontational with the Polish authorities. Nonetheless, according to intelligence sources, AFL-CIO president Lane Kirkland and his aide Tom Kahn consulted frequently with Poindexter, Clark and other officials at the State Department and the NSC on such matters as how and when to move goods and supplies into Poland, identifying cities where Solidarity was in particular need of organizing assistance, and examining how Solidarity and the AFL-CIO might collaborate in the preparation of propaganda materials.
"Lane Kirkland deserves special credit," observes Derwinski. "They don't like to admit [it], but they literally were in lockstep [with the Administration]. Also never forget that Bill Clark's wife is Czechoslovak, as is Lane Kirkland's wife. This is one issue where everybody was aboard; there were no turf fights or mavericks or naysayers."
But AFL-CIO officials were never aware of the extent of clandestine U.S. assistance, or the Administration's reliance on the church for guidance regarding how hard to push Polish and Soviet authorities. Casey was wary of "contaminating" the American and European labor movements by giving them too many details of the Administration's efforts. And indeed this was not strictly a CIA operation. Rather, it was a blend of covert and overt, public policy and secret alliances. Casey recognized that in many instances the AFL-CIO was more imaginative than his own operatives in providing organizational assistance to Solidarity and smuggling equipment into the country. According to former deputy CIA director Inman, Casey decided that the American labor movement's relationship with Solidarity was so good that much of what the CIA needed could be financed and obtained through AFL-CIO channels. "Financial support wasn't what they needed," says Inman. "It was organization, and that was an infinitely better way to help them than through classic covert operations."
The Solidarity office in Brussels became an international clearinghouse: for representatives of the Vatican, for CIA operatives, for the AFL-CIO, for representatives of the Socialist International, for the congressionally funded National Endowment for Democracy, which also worked closely with Casey. It was the place where Solidarity told its backers--some of whose real identities were unknown to Solidarity itself--what it needed, where goods and supplies and organizers could be most useful. Priests, couriers, labor organizers and intelligence operatives moved in and out of Poland with requests for aid and with detailed information on the situation inside the government and the underground. Food and clothing and money to pay fines of Solidarity leaders who were brought before Polish courts poured into the country. Inside Poland, a network of priests carried messages back and forth between the churches where many of Solidarity's leaders were in hiding.
In the summer of 1984, when the sanctions against Poland seemed to be hurting ordinary Poles and not the communists, Laghi traveled to Santa Barbara to meet with Reagan at the Western White House and urge that some of the sanctions be lifted. The Administration complied. At the same time, the White House, in close consultation with the Vatican, refused to ease its economic pressures on Moscow--denying technology, food and cultural exchanges as the price for continuing oppression in Poland.
Much of the equipment destined for Solidarity arrived in Poland by ship--often packed in mismarked containers sent from Denmark and Sweden, then unloaded at Gdansk and other ports by dockers secretly working with Solidarity. According to Administration officials, the socialist government of Sweden--and Swedish labor unions--played a crucial role in arranging the transshipment of goods to Poland. From the Polish docks, equipment moved to its destination in trucks and private cars driven by Solidarity sympathizers who often used churches and priests as their point of contact for deliveries and pickups.
"Solidarity Lives!"
"The Administration plugged into the church across the board," observes Derwinski, now Secretary of Veterans Affairs. "Not just through the church hierarchy but through individual churches and bishops. Monsignor Bronislaw Dabrowski, a deputy to Cardinal Glemp, came to us often to tell us what was needed: he would meet with me, with Casey, the NSC and sometimes with Walters." John Cardinal Krol of Philadelphia, whose father was born in Poland, was the American churchman closest to the Pope. He frequently met with Casey to discuss support for Solidarity and covert operations, according to CIA sources and Derwinski. "Krol hit it off very well with President Reagan and was a source of constant advice and contact," says Derwinski. "Often he was the one Casey or Clark went to, the one who really understood the situation."
By 1985 it was apparent that the Polish government's campaign to suppress Solidarity had failed. According to a report by Adrian Karatnycky, who helped organize the AFL-CIO's assistance to Solidarity, there were more than 400 underground periodicals appearing in Poland, some with a circulation that exceeded 30,000. Books and pamphlets challenging the authority of the communist government were printed by the thousands. Comic books for children recast Polish fables and legends, with Jaruzelski pictured as the villain, communism as the red dragon and Walesa as the heroic knight. In church basements and homes, millions of viewers watched documentary videos produced and screened on the equipment smuggled into the country.
With clandestine broadcasting equipment supplied by the CIA and the AFL-CIO, Solidarity regularly broke into the government's radio programming, often with the message "Solidarity lives!" or "Resist!" Armed with a transmitter supplied by the CIA through church channels, Solidarity interrupted television programming with both audio and visual messages, including calls for strikes and demonstrations. "There was a great moment at the half time of the national soccer championship," says a Vatican official. "Just as the whistle sounded for the half, a SOLIDARITY LIVES! banner went up on the screen and a tape came on calling for resistance. What was particularly ingenious was waiting for the half-time break; had the interruption come during actual soccer play, it could have alienated people." As Brzezinski sums it up, "This was the first time that communist police suppression didn't succeed."
"Nobody believed the collapse of communism would happen this fast or on this timetable," says a cardinal who is one of the Pope's closest aides. "But in their first meeting, the Holy Father and the President committed themselves and the institutions of the church and America to such a goal. And from that day, the focus was to bring it about in Poland."
Step by reluctant step, the Soviets and the communist government of Poland bowed to the moral, economic and political pressure imposed by the Pope and the President. Jails were emptied, Walesa's trial on charges of slandering state officials was abandoned, the Polish communist party turned fratricidal, and the country's economy collapsed in a haze of strikes and demonstrations and sanctions.
On Feb. 19, 1987, after Warsaw had pledged to open a dialogue with the church, Reagan lifted U.S. sanctions. Four months later, Pope John Paul II was cheered by millions of his countrymen as he traveled across Poland demanding human rights and praising Solidarity. In July 1988, Gorbachev visited Warsaw and signaled Moscow's recognition that the government could not rule without Solidarity's cooperation. On April 5, 1989, the two sides signed agreements legalizing Solidarity and calling for open parliamentary elections in June. In December 1990, nine years after he was arrested and his labor union banned, Lech Walesa became President of Poland.

"THE U.S. and the Vatican on Birth Control"
In response to concerns of the Vatican, the Reagan Administration agreed to alter its foreign-aid program to comply with the church's teachings on birth control.
According to William Wilson, the President's first ambassador to the Vatican, the State Department reluctantly agreed to an outright ban on the use of any U. S. aid funds by either countries or international health organizations for the promotion of birth control or abortion. As a result of this position, announced at the World Conference on Population in Mexico City in 1984, the U.S. withdrew funding from, among others, two of the world's largest family planning organizations: the International Planned Parenthood Federation and the United Nations Fund for Population Activities.
"American policy was changed as a result of the Vatican's not agreeing with our policy," Wilson explains. "American aid programs around the world did not meet the criteria the Vatican had for family planning. AID [the Agency for International Development] sent various people from [the Department of] State to Rome, and I'd accompany them to meet the president of the Pontifical Council for the Family, and in long discussions they finally got the message. But it was a struggle. They finally selected different programs and abandoned others as a result of this intervention."
"I might have touched on that in some of my discussions with [CIA director William] Casey," acknowledges Pio Cardinal Laghi, the former apostolic delegate to Washington. "Certainly Casey already knew about our positions about that."
The Administration consulted with the Vatican on other matters as well. In Lebanon, the Reagan Administration adopted policies favoring the interests of the church and Maronite Christians. On several occasions, Casey used church channels to deal with the contras, though the Vatican itself took no official position on the war in Nicaragua. (Indeed, the Pope issued numerous appeals for peace in Central America and implicitly criticized the U.S. for prolonging the conflict.) Cardinal Laghi, who had served in Nicaragua in the early 1950s as secretary at the Apostolic Nunciature in Managua, played a key role by assuring contra leaders that the Administration delivered on its promises.

Now, in tbe last phase of his pontificate, comes the parade of biographies: one last year, one just published and at least two more scheduled to appear as the millennium approaches. John Paul II, this is your life, your life, your life, your life.
"His Holiness: Jobn Paul II and tbe Hidden History of Our Time" (582 pages. Doubleday. $27.50) is a collaboration between journalists Carl Bernstein, of Watergate fame, and Marco Politi, a veteran Vaticanisto who writes for the Italian daily La Repubblica. The style is the you-are-there documentary simulation perfected by Bernstein and Bob Woodward in "All the President's Men," the kind of dramatic recreation that describes not only wbat happened but also what tbe pope (who wasn't interviewed) and other principals thought and felt.
The "hidden history," it turns out, is essentially an elaboration of a much disputed cover story Bernstein wrote for Time magazine in February 1992. In it, Bernstein purported to uncover a "Holy Alliance" in which the Vatican and the Reagan admmistration had "conspired to assist Poland's Solidarity movement and hasten the demise of Communism" im the late 1980s.
Now, as then, Bernstein's thesis is as hyperventilated as his prose. "Holy Alliance" is much too robust a metaphor for the diplomatic duet that took place between the United States and the Vatican.

The pope and the president did not always agree on policy toward communist Poland-especially the economic blockade of the pope's motherland-and the last word has yet to be written on who played what role in funneling money and materials to Solidarity's underground organization.
But this is a book about the man, Karol Wojtyla, who became the first Polish pope-and one of the most dominant figures of his era. His early life is charmingly retold [like all the pope's biographers, the authors rely on a book by a Polish priest, Adam Boniecki, that minutely records Wojtyla's life from birth], and Politi's inside knowledge of the Vatican gives the papal years the ring of plausibility. But books that aspire to virtual reality cannot afford so many mistakes in small, supposedly knowing details. For example, the Roman Catholic Church is not an absolute monarchy, though the Vatican State is. Nor does the pope's favorita Latin motto, Ad Majorem Dei Gloriam, mean "To the Glory of God."
There are plenty of more serious misunderstandings. American bishops are nowhere near the liberal opposition the authors make them out to be. As important as geopolitics have been to this pontificate, John Paul's major legacy is the theological interpretations he has given to the faith entrusted to his care. The authors provide no theological analysis of his major encyclicals, and no explanation of the concept they freely bandy about-phenomenology-which is an intuititve, philosophical method that Wojtyla has written about with considerable distinction. There is also an exceedingly tendentious section on his relations with a female Polish-born philosopher, Anna-Teresa Tymieniecka, who helped the then Cardinal Woityla revise his most difficult philosophical book, The Acting Person. In what can best be described as an act of reportorial prurience, the authors repeatedly question Tymieniecka, her husband and others about whether the cardinal and "the small, pixyish blonde" were sexually attracted to each other. He wasn't; she says she wasn't.
Indeed, if there is a thread that runs through His Holiness, it is Wojtyla's "tormented relationship to womankind." The authors suggest a psychological link between this pope's pronounced devotion to the Madonna and the early loss of his own mother. They are also intrigued by his close but nonsexual relationships with girls, some of them Jewish, in his adolescence. All this leads in the closing chapter ("The Angry Pope") to a wildly one-sided account of the 1994 U. N. Conference on Population and Development, in Cairo. Once again we are given a reconstructed scene, this time between the pope and the Pakistani gynecologist Nafis Sadik, the conference's general secretary, who is the sole source for what she-and the authors-describe as a fit of pique by John Paul II. "He doesn't like women," Sadik complains after leaving the papal palace. Why? Because the pope is opposed to abortion, an act the church has repeatedly condemned for nearly 2,000 years. Bernstein and Politi contend that John Paul is handicapped by a personal and cultural "bias"; he's an aging absolute monarch "surround[ing] the church with barbed wire " The image is from Auschwitz. With attitude like this, who needs a second source?

PREFACE
This book deals with the national and global security implications of world population growth and urges that this growth problem be redefined in terms different from the customary approaches. The solutions - modern methods of contraception, abortion, sterilization, expanding opportunities for women, sex education, and the like - are in fact gravely threatening the survival of the Vatican, at least its political dimension.
According to Father Andrew Greeley, the Vatican leaders are concerned not so much with the religious dimensions of the Church as with its vast worldwide political power. The greater the number of their communicants, the greater the power of this hierarchy. These prelates, recognizing their jeopardy, have placed the religious dimension of the Church at risk in order to prevail politically.
The United States National Security Council, on the other hand, in 1979 and 1980, determined that world population growth seriously threatens the security of all nations including our own. Thus the dimensions of the conflict are defined.
The political Catholic Church (the Vatican) is pitted against the national security interests of the United States. Clearly, to ignore the population problem will be to invite severe consequences and, ultimately, a complete loss of our national security.
Thus threatened, the Vatican is resorting to desperate and bold measures in America. Four years ago, it went to great lengths to assist in the election of an American president, using the infrastructure created by the Catholic bishops' 1975 Pastoral Plan for Pro-Life Activities (often referred to as the Pastoral Plan of Action; see, appendix two), purportedly created to combat legalized abortion.
The Reagan administration has been overwhelmingly the most [Roman] Catholic in American history, and its agenda has been essentially the Vatican agenda.
About 4 percent of the U.S. population is Irish Roman Catholic. Mr. Reagan's father, like the leadership of the [Roman] Catholic Church in America, was an Irish Roman Catholic, and his brother is a devout [Roman] Catholic. No one doubts the president's close ties to the [Roman] Catholic Church.
In any administration, the appointments most relevant to the population growth-security issue are national security advisor, secretary of state, director of the Central Intelligence Agency, attorney- general (responsible for illegal immigration control), and secretary of Health and Human Services (who sets the national example for provision of comprehensive family planning services).
Mr. Reagan has appointed three national security advisors - Richard Allen, William Clark, and James McFarland. All are Irish Catholic.
His two secretaries of state have been Alexander Haig, an Irish Catholic, and George Schultz, a Catholic of German extraction.
His CIA director is William Casey, an Irish Roman Catholic, as is his attorney-general, William French Smith.
HHS Secretary Margaret Heckler is also Irish Roman Catholic.
In a nation in which only 4 percent of the population is Irish Catholic, this causes no small concern. Any scientist computing mathematical probabilities will agree that the odds of this arrangement happening by chance are nil. Now that it has become apparent that the agenda of the Reagan administration and the Vatican are essentially the same, concern has turned into alarm.
In his book, American Freedom and Catholic Power, published some thirty-five years ago, the Reverend Paul Blanshard discussed what theoretically could happen to American democracy if the Catholic Church conducted itself as it has in most other countries in recent history, manipulating Governments at will.
Blanshard's book was labeled heretical and rabidly anti-Catholic. Librarians were ordered to remove it from their shelves. It was kept secretly in desk drawers. How tragic - for both non-Catholic and Catholic Americans.
Nowhere is it clearer that the best interests of the Vatican have superseded those of the United States than in matters concerning the population growth-national security issue. Many knowledgeable Americans, including Catholics, agree with another Irish Catholic American, a former secretary of defense and World Bank president. Robert McNamara, who believes that world population growth is a greater threat to U.S. security than thermonuclear war. ....

Of great importance is the fact that, like McNamara, most CathoIic Americans do not subscribe to the Vatican position on population growth control. Catholic Americans use the same contraceptive methods and have abortions at the same rates as non-Catholic Americans, and they have the same desired family sizes. Furthermore, most American Catholics deeply disagree with the Vatican on the need for population growth control.
However, there is a cadre of devout Catholics, which, out of deep religious conviction, follow the dictates of the Vatican, without question.
There is a smaller group of laypersons, less religious, that carry out orders for the rewards of power and privilege.
They have been joined by certain non-Catholics-fundamentalist Christians, Mormons, and Orothodox Jews-who are genuinely opposed to abortion, legal or not, although they are definitely in the minority among anti-abortionists (less than 30 percent of the activists). Other non-Catholic laypersons, such as Senator Helms and Congressman Levin, have joined the Vatican effort because they derive enormous power from the Vatican.
Nevertheless, it is undeniable that the energy, organization, and direction of the anti-abortion, anti-family- planning, anti-population-growth-control movement in the United States comes from the hierarchy of the Roman Catholic Church.
The fears of the Reverend Mr. Blanshard are now being realized. The president, in a speech in Hoboken, New jersey, on July 26, 1984, stated that he was following the leadership of Pope John Paul II in determining U.S. foreign policy in Central America in the latest efforts to save Vatican-backed oppressive governments from popular uprisings.
The White House position paper prepared for the World Population Conference in Mexico City (see, appendix three) is the same as the Vatican policy on abortion, family planning, and population growth control.
The threat of the Vatican to democracy is overwhelmingly apparent in Pope Pius IX'S Syllabus of errors (see, appendix four), as binding today as when it was promulgated more than one hundred years ago. According to the Roman Catholic Encyclopedia, "all Catholics are bound to accept the syllabus."
Today, before being ordained, every Catholic priest is required to swear to support the eighty articles of the syllabus. Priests who are American citizens have taken an oath to support a philosophy diametrically opposed to and condemning the principles of the Constitution of the United States and the Bill of rights.
American Catholics are certain to pay a terrible price for this intrusion upon American sovereignty. In 1969, the so-called Soccer War was fought between El Salvador and Honduras. This was the first war ever directly attributed to overpopulation, a determination made by the Organization of American States. The war was prompted by massive illegal immigration from grossly overpopulated El Salvador into Honduras.

Fifteen years later, the overpopulation problem continues to be all but ignored in El Salvador because the Vatican demands that it be ignored. The population today is growing at the incredible rate of 2.6 percent per year, and the country has a doubling time of twenty-seven years. The results of this continued growth have been general chaos, the illegal immigration of more than 20 percent of Salvadorans to the United States, a breakdown in social order, and destruction of the economic, social, and political structures of the country.
This is the kind of chaos that the United States has in store if we allow continued illegal immigration of tens of millions of Catholic Latin Americans and others into the United States. This approach to assuming control over the most powerful nation on earth appears to be what the Vatican has in mind, since it represents the only significant opposition to illegal immigration control.
The public trust in all American [Roman] Catholics is imminently threatened by this refusal of the Vatican to respect American sovereignty. As soon as American non-Catholics sense that this trust has been broken by a significant number of catholics who owe their first loyalty to the Vatican, public trust in [Roman] Catholics in general will be destroyed, albeit undeservedly. If the Vatican proceeds with this infringement on U.S. sovereignty, a violent reaction is already predictable.
Unfortunately, all of us will pay for the Vatican's struggle for power.
On September 12, 1984, Bill Moyers appeared with Dan Rather on the CBS evening news. His commentary referred to the alliance between the Roman Catholic bishops and Protestant fundamentalists. He discussed the threat of the separation of church and state issue, which has been renewed by the 1984 presidential campaign, and placed in the strongest terms the seriousness of this threat to America:
'We have an alternative to civil war in this country
- a holy civil war at that - and that is the Constitution.'
El Salvador and China offer us the best examples of the option Americans will have if we continue to allow a government other than our own democratically representative one to determine U. S. foreign and domestic policy on population growth control activities. Either an insecure nation in social, economic, and political chaos or a highly regimented one devoid of many cherished freedoms may be our future. Neither option should be acceptable to Americans. Population growth control is the only alternative.
This book is devoted to a complete discussion of the population growth-national security threat, and each issue set forth in the foregoing pages is discussed in depth.

............ The Reagan Administration is clearly being manipulated by the [Roman] Catholic Church, apparently with the president's blessing. In an April 1982 speech before the National Catholic Education Association, Reagan made the incredible statement,
"I am grateful for your help in shaping American policy to reflect God's will ...., And I will look forward to further guidance fromHis Holiness Pope John Paul II during an audience I will have with him in June."
Mr. Reagan is obviously leaning on the Vatican for a lot of help, and he's getting it - much of it not in the best interest of the United States. If the United States government shows no more willingness to deal with illegal immigration than has been shown by the Reagan Administration, then a migration from Latin America of the magnitude described above is certainly imminent. A [Roman] Catholic majority in the United States and Vatican control of our government would greatly enhance the power of the Church not only in this country but worldwide.
The Abortion Movement
In 1980, Federal Judge John Dooling, United States District Court, Eastern District of New York, declared that the Hyde Amendment, which prevented Medicaid payment for abortion, was unconstitutional. (Copies of Judge Dooling's 328-page decision in McRae vs. HEW are rare. During a recent conversation with the Brooklyn United States District Court, I was told that their copy had disappeared and, for this reason, they were not in a position to reproduce it.)
Judge Dooling had spent a year gathering evidence and studying the anti-abortion movement, and his findings showed that the anti-abortion movement was essentially a Roman Catholic movement with a little non-Catholic window dressing. The amendment, says Dooling bluntly, was a ploy by anti-abortion congressmen frustrated in their attempt to pass a constitutional amendment that would override the Supreme Court's 1973 pro-abortion decision; its purpose was quite simply to circumvent the Court's ruling and prevent as many abortions as possible.
Dooling, a practicing Catholic, makes short shrift of the anti-abortionists' pretensions to be a spontaneous grass-roots movement that owes its political victories to sheer moral appeal. He confirms that the right-to-life's main source of energy, organization, and direction has been the [Roman] Catholic Church, and he describes in detail how the movement uses one-issue voting to put pressure on legislators, candidates, and the party organizations that nominate them - a tactic that gains influence far out of proportion to its numbers. Please see appendix one for excerpts from Judge Dooling's decision in McRae vs. HEW.
What is most significant in this extract is Judge Dooling's finding that the anti-abortion movement's main source of energy, organization, and direction has been the [Roman] Catholic Church.
The bishops' Pastoral Plan prompted the creation of the Moral Majority.
Richard A. Viguerie, a Catholic, is the man most responsible for the development and success of the New Right, and he will be the first to claim that honor. He was also involved in the original discussions that led to the creation of the Moral Majority and, as its fundraiser, can be credited with its financial success.
Paul Weyrich, a [Roman] Catholic, claims credit for originating the idea for the group and the name itself. In their search for an attractive front man for the organization, they chose Jerry Falwell, who, according to intimates, has an insatiable lust for power - and, thus, Moral Majority, Inc., was born.
It is inconceivable that these Catholic laymen were not responding to the bishops' Pastoral Plan. Much went into avoiding public disclosure of the role of the [Roman] Catholic Church in the creation of the Moral Majority.
Maxine Negri, in "A Well-Planned Conspiracy," exposed involvement of the [Roman] Catholic hierarchy in the Moral Majority. Then, the June 21, 1982, issue of U.S. News and World Report noted:
At the heart of Moral Majority is a direct-mail operation..... Membership claims.... put the number of Moral Majority's active supporters at roughly 4 million Roman Catholics, Protestant fundamentalists, and orthodox Jews. The organization says its "hardcore contributors," numbered at more than 400,000, include a cadre of 80,000 priests, ministers, and rabbis organized into fifty autonomous chapters.
This claim of autonomy should not be taken seriously. What is described here is exactly the organization described in the Pastoral Plan of Action down to the details. None of us who has ever worked extensively with fundamentalist churches or lived among fundamentalists ever took the claim that the Moral Majority was a fundamentalist organization seriously.
One characteristic common among fundamentalists is a keen sense of individualism, and individualists are often fundamentalists because of this trait. There is self-selection. They strongly resist the "herding" that characterizes other major denominations such as the [Roman] Catholic Church. It is very difficult to organize two or three local fundamentalist church-......

The Vatican vs. the Reagan Agenda
Few Americans realize that the Vatican and Reagan agendas are, despite minor disagreement, virtually identical. Let us look at the record.
Table I shows the Vatican and Reagan Administration positions on twenty-four of the most controversial issues of the past three years. It is difficult to find a single example of disagreement between them.
The president has made no secret of the fact that he calls on the pope for guidance in the governing of America. In chapter four, I have quoted his incredible statement before the National Catholic Education Association in April 1982:
"I am grateful for your help in shaping American policy to reflect God's will... and I will look forward to further guidance from His Holiness Pope John Paul II during an audience I will have with him in June."
After this one-hour private meeting at the Vatican on June 7, he said that the [Roman] Catholic Church
"pursues the same goals of peace, freedom, and humanity."
Reagan added that he wanted the U.S. governrnent
"to work closely with the [Roman] Church in Latin America.... to prevent the spread of repression and godless tyranny."
He also invited the pope to visit the United States again, saying,
"There is a great need for such a visit."
In May, they met in Alaska. In his March 8, 1983, speech before the National Association of Evangelicals, Reagan expressed himself in terms normally reserved for use by Catholic clergy:
"I urge you to beware of the temptation.... to ignore.... the aggressive impulses of an evil empire, to.... thereby remove yourself from the struggle between right and wrong, good and evil."
During a speech to a group of conservatives on February 18, 1983, Reagan made the statement that the attempted assassination of the pope was "an assault on God." Can it be that the president receives the words of the pope as if they were actually words or instructions direct from God?
On August 6, 1984, columnist Mary McGrory offered that Mr. Reagan comes on as more Catholic than the Pope:
Catholic issues seem to consume him ........ Reagan's motivation now seems to be his inability to tolerate the "oppression of the Church" to which the Pope has attested.... John Kennedy may be smiling somewhere at the sight of an American president wrapping himself in the arms of Holy Mother Church... By contrast, Reagan is going out of his way to show that with him there is no separation of church and state. He wants it known thatthere is a direct line between him and the Pope, that he seeks counsel from the Vatican City. Reagan took the extraordinary step of inviting the Pope's ambassador, Pio Laghi, to his Santa Barbara ranch for consultation on delicate foreign policy questions. 4 [emphasis added]
In a prepared address to an ecumenical prayer breakfast attended by twelve thousand religious leaders and delegates to the Republican National Convention, Mr. Reagan challenged the constitutional premise of separation of church and state.
"The truth is, politics and morality are inseparable, and as morality's foundation is religion, religion and politics are necessarily related."
A report on this speech stated that "his remarks put him squarely in the camp of the fundamentalist religious right," implying that this is not consistent with the Vatican camp. However, the Reverend Virgil C. Blum, president and founder of the Milwaukee-based Catholic League for Religious and Civil Rights, endorsed Reagan's church and state sentiments.5
The truth is that Mr. Reagan is just giving his blessing to a reality. The Vatican has for decades ignored the constitutional premise of separation of church and state though this situation has worsened since the publication of the Pastoral Plan for Prolife Activities in 1975.
Columnist Mary McGrory, in an article on the unprecedented challenge to the archbishop of New York by Governor Mario Cuomo, frankly stated that for a Catholic politician to publicly oppose the wishes of an archbishop is political suicide. She pointed out that Cuomo is the first Catholic politician to pick a fight with a prelate and that "it is the conventional wisdom that no politician wins in a fight with the Catholic church." 6
The Major Difference Between the United States and Latin American Countries
The vast disparities between Latin America and the United States should not exist. Both were settled by Europeans at about the same time. Both are rich in resources. But where a democratic form of government grew out of the British experience, and among its North American possessions the principle of separation of church and state........ [end page 170]

Influence of the [Roman] Catholic Hierarchy on Government Policy
[-----] Consider the intensity of the commitment of these secret society members as "international defenders of the [Roman Catholic] Church." It is hardly a secret that one of the most important American advances in "defending the [Roman Catholic] Church" by Catholic elitists was the creation of the Central Intelligence Agency [CIA]. The activities of the CIA go far beyond intelligence gathering of an international nature.
The CIA serves as an agency through which secret "assistance" to the Holy Mother [Roman Catholic] Church can be provided by secret American society members acting as her defenders:
During the CIA's formative years, Protestants predominated...... Somehow, however, [Roman] Catholics wrested control of the CIA's covert-action section. It was no coincidence that some of the agency's more grandiose operations were in [Roman] Catholic countries of Latin America and the [Roman] Catholic regime of South Vietnam.11

What has this meant in terms of the issues cited in Table 1 ?
Communism is the greatest threat faced by the [Roman Catholic] Church. The Catholic Church and communism cannot coexist. They are both rival absolutists. Both indoctrinate their children so as to ensure complete rejection of the other.
Columnist Robert Blair Kaiser who covered the Vatican for Time magazine had a conversation with Pope John XXIII in August 1962.
"For too long, he [the pope] said, the Church had been waging a so-called holy war against the forces of communism. That was getting us nowhere."13
This holy war continues in Central America today!
It is believed by some historians that the reason the Vatican aided Hitler in his rise to power was so that he could destroy Russian communism. When this failed, the Vatican through its defenders called upon the United States to stop the spread of Russian communism in Europe and elsewhere.
A Vatican-inspired hate campaign against the Russians, the greatest hate campaign ever endured by Americans, was launched. To this day, like most other Americans, I am a victim of this campaign launched during my childhood.
In August 1984, President Reagan showed his intense hatred of the Russian people in his infamous radio microphone test,
"My fellow Americans, I'm pleased to tell you today that I've signed legislation that would outlaw Russia forever. We begin bombing in five minutes."
No doubt, this Vatican-inspired hate campaign has influenced Mr. Reagan.
By this theory, at a cost of hundreds of billions of American dollars, we built a war machine for the protection of [Roman] Catholicism. For this same reason have we built a nuclear arsenal powerful enough to destroy the world five times over and have we seen the Russians match it? This is, I feel, in great part the origin of the other great threat to civilization - nuclear war.
Hundreds of millions of dollars were spent to protect [Roman] Catholicism from communism, and one can only conjecture about the ways in which the world would have been different if this money had been spent differently and if the first requests to the World Health Organization by India for population growth control assistance had not been blocked by the Vatican thirty-four years ago.
Our commitment to saving the [Roman] Catholic govemment in South Vietnam from communism [only 5 percent of the people of South Vietnam were Catholic,14 causing some observers to refer to it as a Vatican colony] can be thought of as a result of the activities of the "U.S. Catholic defenders of the Church," largely members of the CIA.
The French provided this same service to the Vatican for eighty years before they gave up on the holy war in Vietnam.15
A number of issues cited in Table I, including U.S. military support for El Salvador and other Central American govemments, the Grenada invasion, and maintaining the status quo in Latin America can be seen as Vatican-inspired actions to prop up Catholic [Vatican-dominated] governments against popular uprisings. They are the "holy wars against communism" mentioned by Pope John XXIII.
During a May 1984 fundraising visit to New York, the archbishop of Managua, Nicaragua, Miguel Obando y Bravo, said his campaign represented the best-organized opposition in Nicaragua to popular Sandinista government efforts.16
Another example is Lebanon.
Most Americans are not aware of the closeness of the Gemayel govemment to the Vatican. "Maronite Christians," a minority group in Lebanon, are the Eastern Catholic Church.
"The Maronites are in communion with Rome and have a college for the education of their clergy in Rome. In the year 1181, at the time of the Crusades, the Maronites........ made peace with Rome and became attached to the Holy See."17
Gemayel, like his politician father, was Jesuit trained in a Catholic university.18 The Vatican wishes to see the Maronites continue to be the dominant power in Lebanon so that the only country in the Middle East in the Vatican sphere of influence will remain so.
In all of these cases the Vatican, to maintain and expand its geographical control, seems to be calling upon the services of the U.S. Defense Department to serve as an instrument of Vatican foreign policy in much the same way it has in Cold War Europe.
My purpose in presenting this brief discussion of selected foreign policy initiatives of the Vatican is to show the lengths to which "defenders of the Church"in the Reagan administration are willing to go in order to "safeguard" the Church.
To these "defenders," Vietnam, El Salvador, Grenada, and Lebanon are viewed in part as "holy wars for the preservation of the [Roman Catholic] Church."
They are unquestionably willing to go to similar lengths to protect the Church from population growth control activities.
Population scientists, field workers, and, more impurtantly, journalists must acknowledge the magnitude of this obstacle to solving the population problem and deal with this problem in its entirety - and without delay.

The radical religious in our country, the so-calIed New Right, religious right, religious conservatives, and the Moral Majority, according to Paul Weyrich, will be guided by policy established in the Vatican.
To ensure that the Moral Majority does not act in ways in which the pope would not approve, the opinion of Weyrich and other Catholics in the organization must bear considerable weight in decision-making by the Moral Majority organization. They must be in positions of leadership.
We have discussed earlier the Vatican's control over faithful laypersons, and Weyrich is apparently in this mold. Weyrich and his Catholic colleagues control the Moral Majority. The Vatican controls Weyrich and his colleagues. Thus the Vatican controls the Moral Majority.
It is a fact that the American Catholic bishops described the Moral Majority in their 1975 Pastoral Plan of Action (appendix two), four years before Jerry Falwell was asked by the Catholics who named the organization to head it. The importance of this ........

Two vast movements that involved millions of non-Catholic Americans set the stage for the rapid acquisition of power in America by the Vatican.
The first, which began in earnest more than two decades ago, is the ecumenical movement. This movement has pretty much ceased to make any forward advances. Many of the earlier leaders have dropped out, recognizing that the Protestant groups made virtually all the compromises. Some have dropped out in disappointment, fully recognizing that they have been completely duped by their Catholic counterparts.
The ecumenical movement was exceedingly important, if not absolutely essential, to the Vatican's march toward unrestrained power in America. It halted, then blocked, criticism of the Catholic Church by all leading Protestant denominations. This no doubt contributed to the Catholic Church's success in silencing all criticism of the hierarchy's actions in the lay press.
For the past two decades, all over the country, the call by Protestants has been, "Let's not say anything negative about acts of the [Roman] Catholic Church. Otherwise, we will jeopardize this important movement of reconciliation among all Christian sects." No doubt, the Vatican carefully nurtured this sentiment and was thereby able to advance its agenda under the cloak of secrecy with the help of Protestants bent on ecumenism.
The second vast movement involved the political mobilization of fundamentalists by the Vatican. According to Paige, the Reverend Edward Bryce, National Conference of Catholic Bishops' director of right-to-life activities, has presided over the transformation of the [Roman Catholic] Church into a right-too-life politicai machine. Bryce admits that the expenditures on abortion are much larger than the records show and that most of this is buried in bishops" discretionary funds and individual diocesan ledgers. No doubt, much of this "hidden" money of which Father Bryce speaks goes into the election campaigns of both Catholics and non-Catholics who cater too the needs of the Vatican.
"The Pastoral Plan was a brilliant blueprint," states Paige.
The message of the plan was absolutely clear: the Roman Catholic Church was getting into the business of electoral campaigns in a big way. It was as if the bishops had switched on an enormously powerful political engine that then appeared too run on its own. But the perpetual-motion machine is a thing of the imagination. A closer look at the right-too-life machine revealed that fuel and labor costs, maintenance, body work, lubrication, and replacement parts right down too the last screw all remained very much under firm pastoral guidance.
The machine went into high gear, NCHLA organizers created and developed grass-roots right-to-life PACs, which they called "congressional district action committees," in almost half of the country"s 435 congressional districts. The CDACs involved thousands of sympathetic Catholics in right-to-life activity, including letter-writing, meeting with elected officials, conducting candidate and voter education projects, and developing efficient phone networks.17
The New Right, which is dominated by [Roman] Catholics such as Richard Viguerie and which answers to the Vatican, drew the fundamentalists in under the guise of religion - but for explicitly political purposes.
"However heartfelt, opposition to abortion was simply part of the plan."18
With sufficient wealth at its disposal, the hierarchy of the [Roman Catholic] Church started right-to-life organizations and dominated their early growth, fashioning their philosophy, political base, and strategy and paying their way. 19
In 1975, Roy White, then executive director of the National Right to Life Committee, asserted,
"The only reason we have a pro-life movement in this country is because of the [Roman] Catholic people and the [Roman] Catholic Church."20
Connie Paige"s extensive investigation led her to state:
The Roman Catholic Church created the right-to-life movement. Without the Church, the movement would not exist as such today. The Church provided from the start the organizational infrastructure, the communications network, the logistical support, the resources, the ideology, and the people, as well as a ready-made nationwide political machine otherwise impoosible to duplicate. Always, the Church contributed money, a great deal of it, either through its own organizations or through direct grants to independent but related groups...... What made the Church's right-too-life effort significant was that this was the first time in American history that Catholics had made that kind of all-out bid too influence national policy. In force in almost every state, and everywhere well organized, the Church made it possible for this compelling single issue too dominate for a time the democratic process.21
The hierarchy recognized the necessity of the mobilization of funda- mentalists prior to the bishops' 1975 pastoral plan. It simply used the abortion issue to accomplish this goal. Now it uses the Moral Majority and other "fundamentalist" organizations to accomplish other items on its agenda, such as breaking down the principle of separation of church and state, enforcing support by taxpayers of the Catholic school system, and the election of obedient [Roman] Catholics to Congress and state legislatures.
Most Americans have the mistaken perception that at least half of the anti-abortion movement is fundamentalist. Nothing could be further from the truth.
My own state of North Carolina is Jesse Helms country. The very heart of Moral Majority land, it has a population of six million. Yet, according to the Moral Majority leadership in North Carolina, there are only twenty-five thousand Moral Majority members in this State.
That means that only 0.4 percent of the residents of this state belong to the "Majority." Almost ten times this number belong to the Catholic Church, although this is one of the least Catholic states in America. The reason why the Moral Majority............

VATICAN PROBED ON POPULATION POLICY

AN INTENSIVE RESEARCH effort probing the Vatican's unrelenting opposition to contraception and abortion has concluded that there is a "hidden" reason for it, quite apart from the question of morality. Results of the research are the subject of a new book by public health scientist Stephen D. Mumford, who heads the Center for Research on Population and Security [PO Box 13067, Research Triangle, N.C. 27709].
The book can be described as a scholarly equivalent of "investigative journalism."
Advance copies of the 400-page volume were released at the UN International Conference on Population and Development, opening in Cairo September 5.
The book is titled The Life and Death of NSSM 200 , shorthand for "National Security Study Memorandum 200," the April 1974 directive from President Nixon, signed on Nixon's behalf by Henry Kissinger, then national security advisor.
The directive was addressed to the Secretaries of Defense and Agriculture, the Director of the CIA, the Deputy Secretary of State, and the Administrator of AID, the Agency for International Development.
When implemented, the NSSM recommendations would have launched a massive international attack, with strong U.S. leadership, on the steadily worsening dilemma of the world's unprecedented and unbridled population growth.
Concerning the "hidden" reason for papal and Vatican opposition to all efforts to curb global population growth by modern medical means, Dr. Mumford said at the Cairo conference,
"I cannot escape the conclusion that the strongest force driving the Vatican's holy war against family planning is not the pope's convictions about morality. Rather their deeper hangup is about the 1870 Catholic dogma of papal infallibility, on which Pope John Paul II has securely painted himself into a corner. This deeper motivation is no secret among the Catholic priesthood and scholars," Mumford continued, "but it has been hidden from public awareness by the loud rhetoric of the pope, the Vatican establishment and of U.S. Catholic bishops focused on the papal concept of morality."
Mumford quotes the distinguished Catholic theologian Halls Kung, who wrote in 1979,
"The only way [for the Vatican] to solve the problem of contraception is to solve the problem of [papal] infallibility."
"The church was really just getting started," Mumford observes, "when it killed NSSM 2000. It was much better organized during the Reagan and Bush Administrations - when there were no U.S. initiatives on world population stabilization. Then the White House was staffed by what Pulitzer Prize winning reporter Carl Bernstein, in a 1992 [24 Feb] TIME cover article, ["HOLY ALLIANCE" jp] has called Reagan's Catholic Team.
Bernstein lists the first string of the "devout Roman Catholic" team as CIA chief William Casey, Richard Allen (Reagan's first national security advisor), William Clark (Reagan's second national security advisor), Alexander Haig (then Secretary of State). Vernon Walters (Ambassador at Large), and William Wilson, Reagan's first ambassador to the Vatican.
Bernstein comments that these men "regarded the U.S.-Vatican relationship as a holy alliance: the moral force of the pope and the teachings of their church combined with ...... their notion of American Democracy."
On May 5, 1972, after two years of intense study, the 24-member U.S. Commission on Population Growth and the American Future, under Rockefeller's chairmanship, made more than 70 recommendations which were to be used to formulate a comprehensive U.S. population policy. These included: school-based population and sex-education; passage of the Equal Rights Amendment; contraception available for all, including minors, at government expense if need be; abortion for all who want it, at government expense if necessary; and the elimination of employment of illegal aliens.
"Nothing ever came of this initiative," Mumford notes. "Not one of the recommendations was adopted. Why?" Mumford concludes, "The Roman Catholic bishops - the Vatican - killed it."
Then came the definitive NSSM 200 study, which met the same fate.
On the demise of the Rockefeller Commission recommendations, Mr. Rockefeller said at the time, "The greatest difficulty has been the very active opposition by the Roman Catholic Church through its various agencies in the United States."
The NSSM 200 study detailed how and why rapid world population growth gravely threatened U.S. and global security. The full text of the NSSM 200 study appears in Mumford's book. The study reports:
"There is a major risk of severe damage [from continued rapid population growth] to world economic, political, and ecological systems and, as these systems begin to fail, to our humanitarian values." ". . . World population growth is widely recognized within the Government as a current danger of the highest magnitude calling for urgent measures." ". . . It is of the utmost urgency that governments now recognize the facts and implications of population growth, determine the ultimate population sizes that make sense for their countries and start vigorous programs at once to achieve their desired goals."
The U. S. would provide world leadership in population growth control .
